Diploma Coalition Comments on Pathways to a High School Equivalency Diploma
Le Coalition pour des parcours multiples vers un diplôme (coordinated by AFC) submitted comments in support of the New York State Education Department (NYSED) proposal to amend Section 100.7 of the Regulations of the Commissioner of Education to establish a new pathway to a high school equivalency diploma. The Coalition made several recommendations to avoid pushout of high school students.
The Coalition agrees with NYSED that allowing New Yorkers to use passing Regents scores to earn a high school equivalency (HSE) diploma will encourage over-age and under-credited students to remain engaged in high school even if their circumstances do not allow them to complete high school before aging out of the school system.
Our comments make several recommendations for strengthening the proposed amendment, including urging for revisions to allow students with disabilities to use passing Regents exam scores as defined by 100.5(b)(7)(vi)(c), also known as the “compensatory safety net.”
