    AFC testified on the proposed state education budget for 2015–2016, urging the Legislature to increase funding for pre-K, Career and Technical Education (CTE), and to support English Language Learners (ELLs) and immigrant students; reject the Executive Budget special education waiver proposal; modify the charter school proposal to ensure that charter schools serve high-needs populations; support the proposal to establish regional rates for Special Education Itinerant Teacher (SEIT) services; and increase education funding overall.

    AFC testified before the City Council’s Education Committee about diversity in NYC schools. Ensuring that students from diverse backgrounds have access to high-achieving schools and programs is critical, but is only one step. As the City Council strives to ensure that every school and program in NYC serves a diverse group of students, the City and DOE need to prepare schools to provide an excellent education to these students. Schools need resources, training, and the development of specialized programs to meet the needs of all students, including English Language Learners and students with disabilities.

    AFC submitted comments to the U.S. Department of Education regarding disproportionality under Section 618(d) of the Individuals with Disabilities Education Act (IDEA). Our comments focus on racial disproportionality in the identification, placement, and discipline of children with disabilities in New York City.

  • AFC Submits Testimony on the 2014–2015 State Education Budget Proposal

    AFC submitted testimony for the New York State Education Budget Hearing, applauding the Governor’s call to make pre-k truly universal, but pointing out that the funding in the budget proposal is insufficient to reach this goal. AFC calls on the Legislature to support Mayor de Blasio’s plan to expand pre-k rapidly in NYC and also makes recommendations regarding the Governor’s preschool special education reform, special education waiver, after-school, and anti-discrimination proposals.

    AFC testified before the Education Committee of the New York City Council regarding the Department of Education’s special education reform. Our school system needs to change how it educates students with disabilities; however, change will not yield positive results unless it is well executed and adequately financed.

    AFC testificó en la audiencia del Código de Disciplina, que ofrece la oportunidad a estudiantes, padres, maestros y defensores de ofrecer su opinión sobre el borrador del código de disciplina que entrará en vigor durante el año escolar 2013-2014. AFC pidió que el código disciplinario incluya información significativa sobre apoyos conductuales para estudiantes con discapacidades. Aunque los estudiantes con discapacidades representan el 12% de la población de las escuelas públicas de la ciudad de Nueva York, reciben casi 1/3 de todas las suspensiones.
