    Daily News | Gov. Hochul’s proposed school cellphone restrictions would require New York’s students to separate from their devices from “bell to bell,” she said Tuesday — meaning teens could lose access to their phones during class, lunch and free periods.

    Hochul’s school cellphone plan was announced as part of her New York budget proposal containing $37.4 billion in school aid, or $1.7 billion more than this year. That package included changes to the state’s primary school funding formula, Foundation Aid, which if agreed to by the Legislature would tweak how New York sends funding to school districts based on student poverty and economic disadvantage data.

    “While updates to the formula itself are sorely needed, the proposals announced today could result in New York City Public Schools receiving less funding from Albany,” compared to other school districts, said Kim Sweet, executive director of Advocates for Children.

    The city’s schools would still see an overall Foundation Aid increase under Hochul’s proposal.

    Both Advocates for Children and EdTrust said the governor should have proposed additional funding weights for students who are homeless or in foster care.
