Leading the Way for NYC Schools: Recommendations for the Next Administration

AFC testified at a New York City Council Committee on Higher Education oversight hearing on teacher training in New York City’s post-secondary institutions, emphasizing the need to better prepare new teachers to support the needs of students who are struggling to learn to read and students with behavioral challenges.
AFC and the ARISE Coalition (coordinated by AFC) both testified before the City Council Committee on Education about the new DOE structure for supporting schools and families.
AFC and the New York Immigration Coalition (NYIC) jointly submitted comments in response to the New York City Department of Education’s proposal to amend Chancellor’s Regulation A-101 relating to student admissions, discharges, and transfers.
AFC testified before the City Council Committee on Finance to request that the final budget include increased funding for Committee on Special Education staff and increased funding for progressive discipline support.
AFC and the ARISE Coalition, which is coordinated by AFC, each testified before the City Council Education Committee about the education proposals in the Fiscal Year 2016 Preliminary Budget.
AFC testified before the City Council Education Committee about the problem of overcrowding in schools and about the charter school cap. We believe it is premature to raise the cap on the number of charter schools before putting laws and practices in place that protect students’ civil rights in the context of school discipline and ensure that charter schools serve high-needs populations.
AFC testified on the proposed state education budget for 2015–2016, urging the Legislature to increase funding for pre-K, Career and Technical Education (CTE), and to support English Language Learners (ELLs) and immigrant students; reject the Executive Budget special education waiver proposal; modify the charter school proposal to ensure that charter schools serve high-needs populations; support the proposal to establish regional rates for Special Education Itinerant Teacher (SEIT) services; and increase education funding overall.
AFC testified before the City Council’s Education Committee about diversity in NYC schools. Ensuring that students from diverse backgrounds have access to high-achieving schools and programs is critical, but is only one step. As the City Council strives to ensure that every school and program in NYC serves a diverse group of students, the City and DOE need to prepare schools to provide an excellent education to these students. Schools need resources, training, and the development of specialized programs to meet the needs of all students, including English Language Learners and students with disabilities.
