“We have already seen the impact of the city’s blanket hiring and spending freezes on students with the greatest needs,” said Kim Sweet, executive director of Advocates for Children of New York.
On the school level, programs that enrolled fewer students than expected this fall will have to return the extra funding received per pupil this year.
