    AFC testified at the DOE’s hearing on proposed changes to the Discipline Code. Our testimony focuses on the proposals to ban suspensions for students in kindergarten through second grade, require schools to document supports and interventions used, and expand the options for the length of suspensions.

    Today, the City announced its intention to implement the recommendation of the Mayoral Leadership Team on School Climate and Discipline to modify the DOE’s discipline code to end suspensions for students in kindergarten through second grade and increase support for positive behavior interventions in schools. AFC staunchly supports the elimination of suspensions for these students and the use of a developmentally sound approach to address the behavior of young children instead.

    AFC presentó este documento técnico en la conferencia nacional de 2016 del Consejo de Abogados y Defensores de Padres (COPAA). El documento analiza los derechos de los estudiantes con discapacidades a apoyos conductuales y estrategias de defensa individuales y sistémicas que brinden apoyo a los estudiantes con discapacidades en lugar de excluirlos de la escuela.

    Hoy la AFC testifica ante los Comités de Educación y Seguridad Pública del Concejo Municipal de Nueva York y el Subcomité de Escuelas No Públicas, sobre el clima y la disciplina escolar. La AFC apoya la aprobación de ambas Intro. Núm. 730, que modifica la Ley de Seguridad Estudiantil, e Introducción. No. 719, que exige que el DOE informe sobre la proporción de Oficiales de Seguridad Escolar (SSO) y Consejeros Orientadores en cada escuela.

    AFC testified before the City Council Education Committee about the problem of overcrowding in schools and about the charter school cap. We believe it is premature to raise the cap on the number of charter schools before putting laws and practices in place that protect students’ civil rights in the context of school discipline and ensure that charter schools serve high-needs populations.
