The fact that special education FAQ clearly states that budget, staff and space can\u2019t limit services is \u201cbig,\u201d said Maggie Moroff, of Advocates for Children. \u201cThey\u2019re trying to send a real message to the schools,\u201d she said, noting how her group \u201cused to fight all the time to get kids into district schools\u201d and now \u201cwe fight all the time to get kids out\u201d because the reform resulted in students being unable to get what they needed. But Moroff said more needs to be done.
